From the BI-Wiki:

Go to your display properties, open the troubleshooting tab, and set the Hardware acceleration to "Full".

check this http://community.bistudio.com/wiki/Image:Hwaccel.gif
or..
Possibly check your DirectDraw Acceleration settings under the Display tab in dxdiag.

Well it can be different for other operating systems (i,e XP,Vista), but you will find the settings you are looking for in your control pannel, then it'll be either under display, or hardware settings.
