In order to get an answer to your problem/question quickly, it helps to use the following tips in sequential order:

(1)
The first thing that you should do is use the forum's [Search] function. A lot of the BIS, ArmA and PC related subjects have been discussed before, and so searching before posting will often get you an answer within a minute or two, as opposed to the time it takes for someone who knows the answer to stumble upon your topic, and provide the answer.

(2)
If searching does not find you the answer, try looking in the seemingly most appropriate section's stickied topics. Either the answer may be in here, or it may contain a link to a page that does. Take the time to check out the different settings that the search function has, as it may be that the answer is available, but is not being shown because of bad search function settings. Again this saves a lot of time and effort.

(3)
When neither has resulted in any useful result, look for a stickied topic that your question fits in (like using the "Hardware/software/technical questions" topic for computer related questions or the "Political & Military discussion" thread it you want to ask questions about a weapons system).

(4)
If your problem is not relevant to any stickied topic, or other topic, you should make a new topic with a clear topic-title, so that people can instantly see what it is about, and make sure it is in an appropriate section. A short description of the main purposes of the sections can be found under the titles, like Troubleshooting, which states "Game crashes or errors, hardware problems, missing addons". For example, problems installing or running the game should go in Troubleshooting unless they are clearly mod/addon related, in which case they need to go in the thread of that mod/addon, so that the creator himself can possibly help you.

In a lot of cases it is also useful (read: rather necessary) to post a detailed description of your computer's specifications, game version and other specifics regarding the problem.

Make sure that when posting, you don't violate any of the [Forum Rules], as that may lead to the closure of the thread or possible actions taken against the offender.

A few terms that are best used appropriately, to make it as clear as possible what you are trying to say and avoid confusion as much as possible:

Addon: An addition to the game, like a new set of soldiers or a vehicle.
Addonpack: A collection of addons that may include missions or a campaign.
Mod: "Total Conversion" would be a better term for it. Completely changes the theme/era of the game, the way the game looks and feels. Can include many new units and vehicles, missions and/or campaigns, new special effects, altered sounds, voice acting etc.

Not everything that adds something to the game is called a "mod", which some new people have been incorrectly using since the release of ArmA.
