It's just a program that takes over your downloads, eg: when you click "download now" a download accelerator box pop's up instead of the default Internet Explorer/ Firefox one. Apparently it increases the speed of downloads, but I havent used it for years, and I never really looked at kb/s back then seeing as I wasn't so PC minded.

Well, when I use Download Accelerator Plus, I get an average of 130kbps. So yeah, it does speed up your download... er... speeds...
